Story
After years of working in the school system as a Special Education Case Manager and Educator, Janelle witnessed firsthand how many parents were not fully informed or supported throughout the IEP process. Moreover, many were uncertain about the key differences between a 504 Plan and Special Education Services. This gap in understanding often left students without the advocacy they needed to access essential support.
Recognizing this challenge, Janelle saw an opportunity to make a meaningful impact by empowering parents. Through education and guidance, she helps families navigate the IEP process, ensuring that students receive the support and accommodations they need to thrive—both academically and personally.

Primary Education Consulting Services (PECS) is dedicated to supporting and educating parents through the Montgomery County Public Schools (MCPS) Elementary Level Special Education Process.
With over a decade of dedicated service as a Special Educator at the elementary level and a mother of a child who has gone through this process, I bring a wealth of experience and passion to the field of education. I've had the privilege of working closely with young learners at their most formative stages, but more importantly, I’ve guided parents to a place where their child is successful.
Through my experience, I've developed a deep understanding of the unique needs and challenges faced by students in their early educational journey, and how essential parent guidance can be.
